Dana is the assistant project manager on a library addition. In week 9 of the owner-architect-contractor (OAC) meeting, someone asks about the door hardware submittal. Everyone agrees it's "with the architect." The minutes said the same in weeks 5 to 8, each time as a fresh bullet with no number, owner, or date. The doors now arrive three weeks after the drywall finishes. (Dana is fictional. The pattern isn't.)

Construction minutes rarely fail because a meeting was skipped. They fail because open items get rewritten every week instead of carried forward.

Below is a construction meeting minutes template built on item numbers that never change, a filled sample of two OAC meetings, variants for other site meetings, and the rules that hold up when a job gets tense. What are construction meeting minutes?

Construction meeting minutes are the written record of a project meeting: who attended, what was decided, and who owes what by when. The general contractor's PM or assistant PM usually writes and distributes them.

They're not the daily log. A construction daily report records the whole site day and notes that the OAC meeting happened at 10:00. The minutes record what it decided.

Most jobs run four kinds of meetings, and each needs a slightly different record:

These minutes are the GC's understanding of the meeting. Send corrections
in writing within ___ business days of distribution, or the minutes stand
as written.

Two things set it apart: RFIs and submittals point to their logs by number instead of retelling them, and section 8 holds every unresolved item until it's closed.

How to number items so nothing falls off

Generic minutes restart at 1 every week. That's how Dana's submittal became five bullets. Use a meeting.item number instead.

  • Meeting 14, item 3 is 14.03. It keeps that number for life, even in meeting 22.
  • Every item gets one status: New, Open, Closed, or Info. Info items are recorded once and dropped.
  • Never renumber, never delete. An item leaves the open list only when it's marked Closed in a meeting, with the date and the reason.
  • Every open item has one owner and one date. "Architect" is a company. "R. Chen, Halvorsen Architects, by Oct 16" is an owner.
  • Reference, don't retell. "See RFI 046" beats restating the question.

When someone asks in month eight when the owner first heard about a delay, the item number answers it. An action items template uses the same owner-and-date logic, and a decision log holds decisions made between meetings.

Sample construction meeting minutes: two weeks of one OAC meeting

Here's the template filled in for two consecutive weeks (fictional project, companies, and people). Watch 9.02 and the new 14.05.

Item 14.05 is the move that saves arguments later: a phone call became an RFI, then a potential change order to price, each step numbered and dated.

Pre-construction meeting minutes

Record who can approve what, because people forget by month three. The National Park Service's pre-construction conference minutes sample opens with that point: only the contracting officer "may approve changes to the contract drawings and/or specification, issue Change Orders." On federal work, FAR 36.212 also requires covering authority for decisions and safety responsibilities.

Sections: contacts and authority, contract documents, schedule, RFI and submittal procedures, pay applications, change procedure, site logistics, safety plan, owner-furnished items.

Subcontractor coordination meeting minutes

Sections: safety, three-week lookahead by trade, manpower, deliveries and laydown, sequencing conflicts, inspections, open items. Pricing goes through the change process, not these minutes.

Site safety meeting minutes

Sections: topic, presenter, attendance, hazards raised by crews, corrective actions with owner and date.

Five rules that keep construction minutes useful in a dispute

  1. Minutes record decisions; they don't change the contract. Under AIA A201-2017 §7.2.1, a change order is "a written instrument prepared by the Architect and signed by the Owner, Contractor, and Architect," as AIA Contract Documents explains. Write "owner agreed to price the change," not "owner approved the extra." Check your own contract; this isn't legal advice.
  2. Route verbal directions into the system. A phone direction from the architect becomes an RFI the same day, as in 14.05.
  3. Facts, names, and dates. "Approval needed by Oct 13 to hold the interior schedule," not "architect is slow."
  4. Distribute within a day or two, with a correction window. Log corrections at the start of the next meeting.
  5. Same format, every week. A blank section stands out, and so does an item Open for six meetings.
