Dana said yes to being PTA secretary because nobody else raised a hand. Her first meeting was a Tuesday in the school cafeteria: 31 parents, a treasurer's report, two motions about the fall fundraiser, and a 20-minute debate about the pickup line. She wrote down everything. At home she had six pages of notes and no idea which parts belonged in the minutes. (Dana is a composite, not a real person.)
If that's you, this PTA meeting minutes template is for you. It gives you the sections a parent-teacher group's minutes need, a filled sample so you can see what a finished set looks like, and the three habits that trip up new secretaries: quorum, the treasurer's report, and motions. Everything here follows the general guidance state PTAs publish for their secretaries, but your own bylaws always come first. If they say something different, do what they say.
What PTA meeting minutes have to do
Minutes are the record of what the group decided. Not what people said, not who argued with whom, and not the secretary's view of the pickup line. The California State PTA's secretary job description puts it in one sentence: "Focus on recording what was decided, not who said what."
That matters for a PTA more than for most clubs, because PTAs spend other people's money. The minutes show that the fundraiser budget was approved by a motion, that the treasurer reported the balance, and that enough members were present for the vote to count. The same California page calls minutes "permanent legal records" and says they "must be kept forever." Utah PTA's minutes guidance lists the practical reasons: a possible audit, documenting programs and procedures, and showing that the bylaws and budget were followed.
So the template below is deliberately short on narrative and long on structure. If you want a general-purpose version for other meetings, start with our meeting minutes template; this one is tuned for a school.

What goes into PTA meeting minutes, section by section
Most PTA and PTO meetings run in the same order, and the minutes follow it. Here is what each section records, and the PTA-specific detail that each one hides.
- Call to order. The PTA's name, the kind of meeting (general membership, executive board), the date, the place, who presided, and the time the chair called it to order.
- Attendance and quorum. Officers present and absent, and whether a quorum was present. The number you need is in your bylaws, not in any template. Utah PTA's secretary handout suggests two forms of wording: "A standing count shows 43 members present," or, if you can't count, "A quorum was present at the start of the meeting."
- Approval of the previous minutes. Approved as written, or approved as corrected (with the correction).
- Treasurer's report. Opening balance, income, expenses, closing balance, and the date of the report. Here is habit number one: Utah PTA notes that treasurer reports "are not voted on." They are received and filed for the annual financial review. Write "received and filed," not "approved."
- Officer and committee reports. One or two lines each: what the committee did and what it needs. Fundraising, hospitality, room parents, book fair, membership.
- Old and new business. Each item gets a short heading, then any motion in its final wording, who moved it, and the result. Habit number two: there must be a second, but Utah PTA says it "does not need to be recorded," and California's guidance asks only for the mover and the outcome with vote counts. Some groups add the seconder anyway; follow your bylaws and your group's custom.
- Principal's report and announcements. Dates, events, requests for volunteers. Facts only.
- Adjournment. The time, and the date of the next meeting.
- Approval block. The secretary's name and title, plus a line for the date the minutes were approved.
Habit number three is about discussion. The debate over the pickup line produced no motion, so it gets at most one neutral line: "Members discussed afternoon pickup; the principal will raise it with the district." That's it.

Notice what the sample does not contain: the 20 minutes on pickup traffic became two lines, no parent is quoted, and nobody's child is named. That is a finished set of PTA minutes.
What to write and what to leave out
Luis took over as PTO secretary at a middle school and minuted the way he took notes at work: everything, with names. (Luis is a composite, not a real person.) When a parent's complaint about a teacher appeared in the minutes with both names, the principal asked for a rewrite, and the next meeting went to the correction instead of the spring carnival. This table keeps you out of that conversation.
| Write it down | Leave it out |
|---|---|
| The final wording of every motion, the mover, and the result | The discussion of the motion and who spoke for or against |
| Vote counts when the chair announces them | How individual members voted (unless a roll call is required) |
| The treasurer's balances and the date of the report | Line-by-line commentary on spending |
| A one-line summary of each committee report | The whole report (attach it instead) |
| "Members discussed X; no motion was made" | Opinions, complaints, and quotes |
| Decisions and dates that affect families (fundraiser, book fair) | Names of students or families, and anything about a specific child |
| Corrections to earlier minutes | Anything the group took into a closed session |
| The time of adjournment and the next meeting | The secretary's own observations |
Stuck between a committee that wants its full report in the minutes and a page limit? Attach the report and write "report attached." The minutes stay short, the record stays complete.

Approval, signing and where to keep PTA minutes
Send the draft out within a few days. Utah PTA's handout makes the point that people remember the meeting when the draft arrives quickly, and errors found late get carried forward into the permanent record.
At the next meeting the chair asks for corrections, and the minutes are approved as written or as corrected. California State PTA's guidance adds two details worth copying: the approval is noted in two places (the current meeting's minutes and the end of the minutes being approved), and only the body that produced the minutes can correct them. The board approves board minutes; the membership approves membership minutes. If your PTA follows Robert's Rules, our Robert's Rules minutes template covers the approval procedure in more detail.
Sign the approved copy with your name and title, then store it where the next secretary will find it. California State PTA recommends bound master copies or signed PDFs in a secure PTA drive; Utah PTA notes most units keep them at the school. Whatever you choose, keep the full run in one place, in date order, with the treasurer's reports attached. Homeowners' associations face the same storage question; our HOA meeting minutes template shows one approach.
Fill the template from a recording
The hard part of the secretary's job isn't the format. It's catching the final wording of a motion while the chair is already asking for a second, then counting hands, then writing down the result. A recording takes that pressure off.
Ask first. Tell the members you're recording to help write the minutes, get their agreement, note it in the minutes once, and follow your local recording law and your bylaws. Pause the recorder for anything the board takes into a closed session.
Then put a phone running ParrotNotes on the head table. It records in the background with the screen locked, so it can lie face down next to the sign-in sheet, and no bot joins anything. Afterwards you get a transcript, an AI summary and a list of action items, and each one maps onto the template:
- Motions and results: search the transcript for "I move" and copy the wording the chair restated before the vote, then the announced result.
- Treasurer's and committee reports: the summary gives you the two-line entry for each.
- Volunteer tasks: the action items list (12 course volunteers, sign-up opens October 20) goes to your action items tracker, not into the minutes.
- Corrections: when someone says "the book fair is the 16th, not the 9th," you'll have it word for word.
Two habits from the chair make this work even better: restate every motion in its final form before the vote, and announce the result aloud with the count. That puts record-ready wording straight into the recording. For a worked example of turning a PTA transcript into draft minutes, see our guide to AI meeting minutes. If you only have rough notes, the free meeting minutes generator turns them into a first draft you can check against the template.
The Free plan includes 100 minutes of recording a month, an AI summary on every recording and 5 AI-powered recordings a month, which covers a monthly PTA meeting. ParrotNotes Pro costs $19.99 a month, or $14.99 a month billed annually, and gives you 3,000 minutes a month, recordings up to 3 hours, speaker identification to attach the mover's name to each motion, and export to docx or PDF for the signed copy. It also transcribes 99+ languages with translation, which helps PTAs whose members speak more than one language at home. Recording works offline, so a cafeteria with no Wi-Fi is fine; the transcript arrives when you're back online.
Copy the template before your next meeting
PTA meeting minutes are a record of decisions: who was there, whether there was a quorum, what the treasurer reported, what was moved and what passed. Use the template above, check your bylaws for the quorum number, write "received and filed" for the treasurer's report, record the mover and the result for each motion, and keep the discussion to one neutral line. Send the draft within a few days, get it approved at the next meeting, sign it and file it with the rest.
Dana's second set of minutes fit on one page. Yours can too. Download ParrotNotes free, record the next meeting with the members' agreement, and fill in the PTA meeting minutes template from the transcript the same evening.
Frequently Asked Questions
What should PTA meeting minutes include?
The PTA's name, the kind of meeting, the date, place and time of call to order, attendance and whether a quorum was present, approval of the previous minutes, the treasurer's report with balances, one-line summaries of committee reports, each motion with its final wording, the mover and the result, announcements, and the time of adjournment. The secretary signs and dates the approved copy.
Do PTA minutes need to say a quorum was present?
Yes. Business conducted without a quorum can be challenged, so the minutes should record either the count of members present or a statement that a quorum was present at the start of the meeting. The number required is set by your PTA's bylaws, and state PTA guidance tells secretaries to check the bylaws rather than rely on a standard figure.
Do you record who seconded a motion in PTA minutes?
Usually not. A motion must be seconded before it is discussed, but Utah PTA's secretary guidance says the second does not need to be recorded, and California State PTA asks only for the mover and the outcome. Some groups add the seconder by custom. Follow your bylaws and whatever your PTA has done before.
Is the treasurer's report approved in PTA minutes?
No. The treasurer's report is received and filed, not voted on, because the figures are checked later in the annual financial review or audit. Write the opening and closing balances, income and expenses, and the date of the report, then "received and filed." Motions to spend money are recorded separately under new business.
How long should a PTA keep its meeting minutes?
Permanently. California State PTA describes minutes as permanent legal records that must be kept forever, and Utah PTA says most units store them at the school. Keep the signed, approved copies together in date order, as bound printouts or signed PDFs in a shared PTA drive, with the treasurer's reports attached.
Can I record a PTA meeting to write the minutes?
Yes, with the members' agreement. Tell the meeting you are recording to help with the minutes, get agreement, note it once in the minutes, and follow local recording law and your bylaws. Pause for closed sessions. The recording is a tool for drafting; the approved minutes remain the official record.
